The U.S. General Services Administration (GSA) spends more than $60 million a year providing IT support to 55,000 federal employees who are required to take highly demanding and commonly used on-line educational courses. And that does not include the costs of necessary software or IT personnel to operate the ITSMs, or individual training for federal employees. The annual total cost of supporting 500,000 hours of online training per year is more than $100 million. From the 2009-2010 fiscal year to the 2011-2012 fiscal year, GSA spent over $20 million installing proprietary, GSA-supported learning management systems in 12 federal CIO (chief information officer) level positions.
